The HEA design hopper was constructed to replace the life expired 1950s HTV design on domestic coal deliveries with a new vehicle, capable to travelling safely at higher speeds.

The steady closure of domestic coal concentration depots in the 1990s saw the HEA hoppers redeployed on coal delivery to small consumers (ie. smaller than power stations!) and put to use as barrier wagons. An empty HEA hopper would often be seen on each end of an oil train for example.
